EUNoM Symposium in Leeuwarden "Major step"

A major step in the process of "Rethinking the intricate relationship between multilingualism and trends towards globalisation, and the impact of that process on the future of linguistic diversity of Europe." That is how Miquel Strubell, executive secretary of the Linguamón–U.O.C. Chair in Multilingualism (Barcelona) and leader of the EUNoM project, characterises the focus of the next EUNoM symposium.

This second EUNoM symposium will be organised by the Mercator Research Centre on 18-19 November in Ljouwert/Leeuwarden, the Netherlands. The theme is "Higher Education and Research on Multilingualism: Challenge or Opportunity?" More specifically, the focus will be on the multilingual university, the relation between the global and the regional level, and the contribution that universities in general and the EUNoM project in particular can make to European policy development.
Keynote speakers are Jochen Rehbein of the Research Centre on intercultural communication and Multilingualism (Ankara) and Jeroen Darquennes, Facultés Universitaires Notre-Dame de la Paix Namur (Belgium).
Other speakers are: Robert Dunbar (Sabhal Mòr Ostaig, College in the island of Skye, Scotland), John Harris (Trinity College Dublin, Ireland), Irina Chongarova & Nadya Cherneva (Centre for Languages and Intercultural Communication, Faculty of Philology, Plovdivski Universitet Paisii Hilendarski, Bulgaria), Heidi Rontu (Aalto-yliopiston teknillinen korkeakoulu / Aalto University School of Science and Technology, Finland), Rita Temmerman (Erasmus hogeschool Brussel, Belgium), Alex Riemersma (Mercator Research Centre, Fryske Akademy, Netherlands), Alastair Walker (Department of Frisian Studies, North Frisian Dictionary Centre, Germany) and Mitja Žagar (Inštitut za narodnostna vprašanja / Institute for Ethnic Studies, University of Ljubljana, Slovenia).
The first day of the symposium includes a discussion session in smaller groups to reflect on the presentations and to allow for further in-depth discussion of the symposium’s themes.

Winner of Frisian song contest 'Liet' will perform at EUNoM Symposium

| Equal Souls |
The band Equal Souls from the Dutch city of Rotterdam, winner of the Jury Prize of the Frisian song contest 'Liet 2010', will perform at the EUNoM symposium!
With the song 'Do swalkest' ('You wander') the formation of singer Janneke Brakels impressed the jury of 'Liet 2010'.
Equal Souls will also represent Fryslân at Liet International 2010, which will take place on Saturday, November 27 in Lorient in Brittany, France.

In September 2010 the Dutch government was supposed to deliver their fourth state report, following the appointments made in the European Charter for Regional or Minority Languages, in Strasbourg. This didn’t happen. Also the third report, in 2007, was too late. The Council of Europe was not pleased.
The European Charter for Regional or Minority Languages safeguards the rights of minority languages. The Netherlands is one of the first member states of the Council of Europe that signed and ratified the European Charter. At that time The Netherlands intended to intensify work on the policy regarding Frisian and Lower Saxon. But it seems now that the language policy has come to a complete standstill. Read more...

Newsletter European minority language regions cooperation project MELT
 Bringing up young children in a bi- or multilingual way in theory and practice, that is what the MELT project is about. MELT stands for Multilingual Early Language Transmission. Four European language communities cooperate in this project: Fryslân (Frisian in The Netherlands), Swedish speaking municipalities of Finland (Swedish in Finland), Wales (Welsh in Great Brittain) and Brittany (Breton in France).

European Day of Languages: range of events organised across Europe

On the occasion of the European Day of Languages, 26 September 2010, a range of events was organised across Europe: for example activities for and with children, television and radio programmes, language classes and conferences.
In collaboration with the Mercator European Research Centre on Multilingualism and Language Learning of the Fryske Akademy and the 'Europeeske Buro foar Lytse Talen' (EBLT), the Frisian Historical and Literary Centre Tresoar organised a language market and an exhibition with the theme "Word of Value" in Leeuwarden. Norwegian linguist Brunstad compares Frisian and Nynorsk in lecture at the Fryske Akademy (The Netherlands)

The Mercator Research Centre of the Fryske Akademy organised two lectures with the Norwegian linguist Endre Brunstad. These toke place on Tuesday, October 19 in Leeuwarden.
Frisian against Nynorsk
In his first lecture Brunstad made a comparison between Frisian and Nynorsk (New Norwegian). He sees striking similarities between these two languages in terms of language history and language standardisation. For example, they face the same challenges when it comes to status and function in society.
Norwegian Hip-hop
The second lecture was about the use of Norwegian rural dialects in hip-hop. Hip-hop is a way of expression for different youth cultures and minorities in the world. Since 2000, the Norwegian hip-hop is characterised by a strong Norwegian language scene. Brunstad covers developments in the Norwegian hip-hop from different perspectives and shows how this genre over the years has become a local phenomenon associated with rural life style and dialects.
Endre Brunstad was special guest of the Fryske Akademy for one week.

Barcelona's seminar on identity and the Mediterranean area with focus on tourism and languages
 Tourism and languages will be two of the main axes in the fifth seminar “Identity, Peoples, Mediterranean”, to be held in Barcelona, November 4 and 5. The seminar, which is organised by the Institute for Catalan Studies (national academy of Catalonia), CIEMEN and the Friulian association Historia Gruppo Studi Storici e Sociali Pordenone, will bring together some 20 experts in the fields of tourism, law, languages and media.
As regards to languages, the legal situation of Catalan and Friulian will be analysed. Jaume Vernet will look onto the consequences of the Spanish Constitutional Court ruling on the Statute of Autonomy of Catalonia, whereas Gugliemo Cevolin will refer to a parallel situation created in the Italian Republic regarding the Statute of Friuli-Venezia Giulia. Furthermore, impact of cultural tourism on minority languages will also be analysed.

Sint Maarten becomes nearly independent with Dutch and English as official languages
 The Caribbean island Sint Maarten became nearly independent on October 10 after the dissolution of the Netherlands Antilles, to which this island, plus Curaçao, Bonaire, Saba and Sint Eustasius, belonged. Sint Maarten passed a Constitution on July that recognises Dutch and English as the two official languages of the island. An English-based creole is widely used there.
Sint Maarten, Curaçao and Aruba are autonomous countries within the Kingdom of the Netherlands. They are almost independent, but defense and international relations still depend on the Government of the Netherlands.
Curaçao has not declared any official language in its new Constitution, but the island's Government is now using Dutch and Papiamentu for official purposes.

British-Irish Council conference: ‘Promoting Language and Culture within minority language communities’
 Within Ireland and Great-Britain, eight community languages are spoken, apart from English: Irish-Gaelic and Scittish-Gaelige, Scots and Ulster-Scots, Cornish and the languages of the Isles of Guernsey, Jersey and Manx. The Minority and Lesser Used Languages Working Group of the British–Irish Council (BIC) organised a conference with representatives of these language communities in Belfast on October 19-20. The aim was the exchange of best practices and the development of a common approach for the future of these languages. On behalf of Mercator, Alex Riemersma presented a number of best practices of linguistic diversity both at the local level of language communities and at the European level of exchange, bringing together speakers, singers, composers, text writers, language planners for the experiencing of linguistic and cultural diversity. NPLD conference in Brussels: focus on the future
 More than 100 people gathered for the NPLD conference "European cooperation and support for linguistic diversity" in Brussels, on October 27.
Among them ministers, members of European, national and regional parliaments, language planners, and policy makers at various levels. They reflected on the first three years of the NPLD’s existence, and they looked ahead to the future of the Network itself as well as to the challenges the language communities throughout Europe are faced with. Occitan is officially declared the “preferred” language of Catalonia's Aran Valley

The Catalan Parliament declared Occitan the “preferred” language of Aran Valley, the northwesternmost area of Catalonia. This was passed by an overall majority (almost 90%) of Catalan lawmakers on September 22, within the frame of the new Law on Occitan, Aranese in Aran. The act strengthens the cooficial consideration of Occitan, alongside Catalan and Spanish, in Aran Valley.
Pursuant to the law, Occitan must be the “normal lingua franca” in Aranese education centres. Furthermore, the language must be promoted in public radio and television programmes. It also establishes that Occitan placenames are the only ones with official consideration in Aran Valley.
The 2006 Statute of Catalonia already stated that Occitan was an official language in Catalonia, although it was not specific about the scope of this consideration.
Catalonia is the only territory where Occitan has official status. According to a 2001 official census, Occitan was spoken by 4,700 people in Aran Valley. 6,700 people could understand the language.

The Government of Euskadi cuts grants to Seaska 'ikastola' system in Northern Basque Country
The Spanish Socialist-led Government of Euskadi has decided to grant 400,000 euros per year (only until 2012) to the Seaska Basque language schools (ikastolak, in Basque) in Northern Basque Country (France). This figure is down from more than 1 million euros that were granted by the former Government of Euskadi, which was led by the Basque Nationalist Party.
Besides, the grants will only be paid if “there is money remaining” in the Euskadi budget at the end of the year. The decision has led to criticism by pro-independence party Eusko Alkartasuna, which considers that “the Government's commitment with Basque language cannot expire” in 2012. But Spanish conservative Popular Party has also criticised the step: they wanted the grants to be cut to zero euros.

Expert in the Spotlight 2010: Gregor Mazo
 Gregor Mazo is project leader of DIVSKOUARN the organisation in Brittany (France) that aims to promote and to develop Breton language in pre-school education. Divskouarn is also partner in the MELT-project (Multi Early Language Transmission).
What is your background in the field of regional and minority languages/ education/ multilingualism?
I am a Breton language speaker. I learnt it and it is now the language of my professional and family life. I am project leader of the DIVSKOUARN in Brittany (France), which is the organisation that aims to promote and to develop Breton language in pre-school education (children aged 0-3 ). I work with staff in day care centers, childminders, and parents, helping them to improve the use of the Breton language during their work with the children.
